I personally like it, and have been playing NSO since the update and enjoying the heck out of it.
The negatives about the new update for me, 1. Subs allow NSO faction players to "choose" a home faction + join outfit. Which in my opinion defeats the entire purpose of NSO. 2. Rumble seat repairs are no more, can't have a engi repair Valks/Harrassers from seat. 3. As a vet, I can easily distinguish who's who, but it can be difficult sometimes when it comes to NSO. Enough to make you second guess and get killed over it. Newer players will mow you down. Used to not be an issue, but there's a lot of NSO players running around.
If you are looking for some innovative stuff that's gonna change your experience and blow your mind like "whoooooooa this feels like a completely different game now" then no. NSO play exactly like every other faction. You have some overpriced new weapons (1000 certs for everything) which are mostly... ok... bunch of new vehicles if that's your thing and the chance to play "freelance" hopping from one faction to another to shoot your former friends (if that's not confusing to you).
So, all in all it's the same stuff. Core gameplay is still the same, you just have some new stuff to try out. As a person that auraxed all weapons on all 3 factions on multiple servers it's something new to keep you interested for a bit until the next time you burn out and take some months hiatus.
So: new revolutionary thing? Nope. Game still the usual. Some new toys to have fun and grind for a while? Sure.
