Most launchers have the same stats across all factions (or are NS).
For cheap(er) lock-on AA that still lets you still dumb-fire at stuff, you want the Hawk GD-68. Does what it says on the tin.
The NS Annihilator has a better reload speed for getting the next rocket out sooner and can also lock-on to ground vehicles as well. But it has no dumb-fire, you can only shoot it after its locked on to something, so has no use going indoors and/or shooting MAXs.
The NS-R3 Swarm is like the Annihilator in that it can't dumb-fire, but this one can lock-on with up to three rockets. Each does less damage on their own than a normal rocket but more damage if they can all hit. Also have the option to make them fly slower (better turning to hit the target, but can be outrun) or fly faster (get to the target sooner with less chance of being outrun but can be dodged by jinxing out the way and/or tricking it into hitting something else).
that and i play TR, we got the striker, swarm feels kinda pointless at that point when i can rocket snipe high elevation flying vehicles.
A quick note on annihilator, it is just below the threshold damage for heavy directive air deterrance ribbons. If you are going for this you will be better going for the hawk that can dumbfire as well.
