After that it's very simple to use.
With winding (the left-right corrections when leading the target), you might want to get a good spot on the rocks across the plain from the Training base itself, using the immune to friendly fire allies for target practice.
Any more and you will need a lot of training to hit anything past 200 meters. 85 meters and less gets dicey. You will get countersniped faster then you can fire. Even by semi auto variants. So always clock behind cover. Uncloak when you found a target. Fire then hide again. Avoid shooting more then once per cloak.
But my beaukiful no bullet drop sniper rifle though :V

Its shooting delay is what makes shooting moving targets tedious - I mean, yeah, it's still quite possible to do, but it requires more prediction, more leading, and why would someone overcomplicate something that could be reasonably less complicated if you just use a conventional sniper rifle? I mean, they're no Cyrus 9.3 (A3 Marksmen gun), but they still get the job done without the delay shenanigans. I'd actually say, the starting rifle is among the best 'middleground' weapons for NC's sniper (for TR, I'd say my favorite is RAMS .50, and for VS I'd recommend changing the faction to NC or TR) and can also get people mad at you (I've been accused of hacking with it, too, although mostly by those genious people that tend to cloak in and out without moving around much, and never check their flanks).
