The default answer would be for a CPU: 8 core AMD FX or 4 core Intel Skylake/Devil's Canyon. For video card the min. would be GTX 1060 3gb/6gb or AMD RX 470/480 4gb/8gb. System memory of at least 8 gb.
All this assumes your running 1 monitor at a max resolution of 1920 x 1080.
Is it confusing? Yes it is, just go on reddit or search this forum and you'll find people having low frame rates with a I5 6600k and a GTX 1070/1080's.
Can you run this game at under 60 fps with ultra/high with a lesser system? Yes but be prepared for yor frame rates to drop as the scale of the battle increases.
Thanks for the reply, do you have personal experience with any of the components? I was wondering what works for you as even Joshino a popular planetside 2 youtuber was experiencing low frames until recently
What I listed would be considered the "current" best cpu's and gpu's. Its not to say that older hardware won't run this game at the settings your looking to achieve its just that it's easier to find/buy the new stuff than the old hardware.

Wouldn't build a PC today with less than an RX 470 or GTX 970, or the half ram RX 480 or GTX 1060 options. Considering how important the graphics card is to game performance and that you are buying an entire rig, the small price hike from a 1050 Ti (GTX 960'ish performance) is well worth it in performance.
Considering Planetside 2's performance, currently it won't run right until the devs pinpoint and fix the construction update problems
Oh yes, I read as 1060. I was planning to get the 1060 on microcenter. (The 6 Gb)

i5-6600k 3.5 Ghz can be boosted to 4 ghz
16 GB RAM 3200 mhz
I usually run the game on TRUE ULTRA
and my lowest frames are usually 40-50
Highest are 70-80
The thing is, the game needs loads of optimization.
So with this build I could get A LOT more frames.
Don't go any higher with specs like mine, this build will probably be good for the next 2 years for most games before I'd need to upgrade.
That said, i5-6500 and a GTX1060 should be solid for pretty much any game on the market @1080p/1440p. I'd advise going for the i5-6600k for the $45 difference as it will easily run at 4ghz with a decent cooler and eat the i5-6500 for breakfast. If you want to game in 4k or higher, you'll need to beef up/double the GPU. (1080p=2073600 pixels HXGA=12582912 pixels)
i built a rig for this game in closed beta so long ago
ran a 3rd gen i5 non k version and a a 660ti and i could ultra the game with drops in massive battles to about 45fps that was killing shadows motion blur
