You join the same server and faction. Tell him where to meet you... and then you... meet them there.

form a private squad with each other, use z for squad chat. or join a larger squad and chat on TS. filter the map by ally and enemy activity to see where the fights are. set a squad waypoint where you want to go.

If you find your friend in game, hold Q while looking at them to bring up a popup menu with an option to invite to squad. You can also invite them from the friends list in the social tab.

Hold Q for a context menu while looking at a player and do it that way. Alternatively using the /invite command works just as well. You can also add people by typing their name in the text box at the bottom of your friends list.

If you're talking about a squad spawn beacon, you have to cert into it. I think the first rank costs only 30 certs. It's under your Social-> Leadership tabs if I recall correctly.

Aside from spawn beacons, you can also deploy into sunderers, valkyries, and galaxies that have a squad member and a free slot.
