There's a settings .ini there for potato about 1/3 the way down that you might want to try out. If you get good fps, check out the new player stuff on that website for a helping hand.
Nope - You need a powerful rig to run this game,CPU and GPU due to the scale of the fights, the numbers ect.
I had 2 aging 6770s in crossfire changed em out for the xfx rx550 4gb it was like 80usd at best buy. It uses a *14 nm die process and really its paid for it self since december. Its out performed those 2 cards and saved me money to boot!
Consider this advice.
I was actually surprised with the way the PC ran the game.. I was playing while there was an event on indar and I was part of a 10(or maybe more, I don't remember) man squad (randoms) and we were actually on a stalemate in which my faction (conglomerate) couldn't break through the republic defences and we were actually locked in a building...planes and ♥♥♥♥ were free so there were tanks and infantry storming the ground while air battles were happening in the air... I was so indulged that I played for 2 hours and didn't even feel it... Through all of this I was getting about 30-45 fps, and 20 fps when ♥♥♥♥ got real...
My thoughts are that your integrated video either has a small passive heatsink or nothing at all.
That means that your MB is tanking that heat from the chip and also the voltage demands from the chip. I wouldnt risk it, even if it has solid caps.
Maybe save for a half decent rig. Even a 970 with an intel CPU should run it fine with tweaked settings.

The CPU's clockspeed is a tad slower than you want, 3.4k handles it okay as an older i5.
Your video is killing you. I don't think any or very few integrated CPUs can handle PS2.
The issues are compounded by several key things in PS2:
1) When you use Integrated Video, you are using up your extra RAM for the video memory.
2) When you use Integrated Video, the CPU is still handling much of the Video work, at least for swapping things in and out of memory, this further taxes and slows down the effectiveness of your CPU for the CPU heavy stuff of PS2.
3) The CPU needs to track a ton of info on various users, handle memory well, and so on. So you get a double whammy when your Integrated Video gets slow, it is working the CPU a lot, which makes it slow down in doing the CPU heavy tasks in a large battle.
Large Battles are going to do you in. I used to use Intel HD integrated video on almost every game. There were 2 key games that made it impossible. Dying Light 2 and Planetside 2.
I now use an Nvidia Geforce 750 Ti with 2 MB of VRAM and it can handle it fine, overall.
It also pays to customize your video settings. I'm not going to go into that for PS2, it is an odd duck, and there are tons of recommended settings online. What I will say is that you should REMEMBER that PS2 looks just as good and often works better in large battles with lowered options, rather than HIGH or ULTRA. If you want to see things at long render range, and want to compete in larger battles, there is no reason for chrome that you will never notice in the frenzy of battle (or for that matter, is annoying anyway, like various blurs. You blur just spinning around for targets, who needs fake blur on top of that?)

There was a post by a former Dev that had also good points on customizing PS2 options, I believe that is referenced on iridar.net as well. Plus several YouTube videos if needed on the subject. Just remember for many PS2 fans, less is more and better gameplay.
If you get a video card, you can get what you decide, but anything by Nvidia is usually a better choice for compatibility with most games. I believe the 1050 Ti recommended by someone above is basically the more modern improved 750 Ti. It also will not require more than 1 slot usually to install and usually requires a very modest power supply, so you won't get as hot in your room if you have no A/C -- which also means your computer stays alive with poor fans and dust -- a winning choice.
Now, I don't play at 1920x 1080, but I'm sure I could. I have a 32 inch LCD TV that I use about 2-3 feet from me, so anything 1360x768 or larger looks big enough to surround my eyeballs with graphics, and I usually run it at 1440x900.
So here's a tip. If you don't play from across the room, why not get a bigger TV on the cheap, say 32 inch or more -- not have more than 1920x1080 resolution, and save money for quality video card in future. The benefit is, with all the pixels up close and squished to closer proximity, you can still see the pores on your favorite avatar looking great, but you don't have to worry about pumping out 4K video at 120 Hz, and frying in the middle of the summer.
My monitor was by Sceptre, cheap and had good reviews. LED/LCD TV/Monitors are pretty much a commodity now, so unless you need the very high end for special tasks (like 4k nonsense), get something reasonable, use it closer to you when you play, and save the moolah and electricity for more important things (um, like games? No shh, maybe)
You dig? And your electric bill will be your new friend.
Uhm you can run it but don't expect great FPS when the fight gets busy.
