Aside from that there are the occasional admins who'll ban players when they are reported often enough and with sufficient evidence.
Also people who got banned aren't announced anymore ingame. Announcements happened a few years ago though.
Regarding Heavy Assaults: Some players are cheesetards who like to play the probably easiest way (aside from HESH shelling *cough*) with the T9, Orion, Beetlegeuse, Watchman, whatever shortrange LMG have you, on a 24/7 basis. Seen these high level people myself now often enough with around 500 achievement points too. No hacks just the easiest dueling class ingame, coupled with strong guns, additional shielding and atleast mediocre aim = ludicrously strong. Often these people don't seem to care for achievements.
MY TIP: Grab a shortrange bolt-action like the SAS-R, TSAR-42 or Ghost, git gud with it + low mouse and ingame DPI settings and shoot 'em in the face.
Thanks for being reasonable and stopping that. Scripters are destroying every legitimate players game, period.
This already happened a few years ago and failed horribly. The system banned legitimate players left and right and people made accounts for fun, reached extraordinary legitimate KD/Rs and scores and got banned, just to show that the system was horrendously flawed.

Testing stuff with Planetside has always been a problem with the game. SOE and Columbus Nova now have been putting a lot of pressure on the devs since day one. John Smedley the old and original producer since PlanetSide 1 (and Everquest and so much other mind boggling stuff back then) always made large and impressive games, but that came with a ton of pitfalls like planned but never realised features, haphazardly implemented patches, you name it.

Well old me would say that the ARMA 2 DayZ servers back in the day often had BattlEye and people would still easily outmaneuver it with scripts, hacks etc. Could be possible that the modern BattleEye is a notch better but even the 3 week wait time until somebody gets banned is shart at best. 3 weeks (If you're interested see the video from Cyrious: Why we can't have nice things) are easily enough to wreak havoc and annoy hundreds of people in a game already as confusing as PlanetSide 2 is for a new player.
Don't get me wrong I'm glad that there is a barrier for hackers and such but whoever's handing out the ban, be it BattlEye or DBG customer support, 3 weeks is just too long.
So TL;DR: More people for customer support + more ingame admins for faster bans of scripters => yet that won't happen because to much $$$ for no direct profit.
AHK scripts are allowed anyway, if they don't include mouse movement. And using them is a disadvantage in most cases anyway, they take away control from the player.
but i havnt noticed cheating as prevalent anywhere else than connery, and its not usually a specific faction either, i play TR only on that server but if i had to guess who cheated more, it'd be VS. you can thank the no bullet drop and low recoil on their weapons for being the main choice of cheaters. its why i refuse to play the faction, not because i think they are OP but because they are hacker fodder on base principal of how their faction weapons work.
