Smg i would pick a good smg and Advance Shield Capacitor for the suit, while having the same implants as a heavy does. but with a hunter cloak and not a nano armor since then the cloak is very short.
I do not have the intelligence or experience when it comes to the suit & implant builds, and take this with a grain of salt, but I feel like nano cloak, nanoweave 4, and a medic/resto kit are good combinations when it comes to using the legendary Joseph Joestar Technique (provided that they're not spraying and you're not running in a straight line).
Athletics is a nice implant to have for the deceleration, giving you a headstart in firing the weapon before the other person (especially when it comes to clientside abuse).
But when you are a cloaker i rather have alot of cloak and short recharge and 100 less shield.
then having 100 extra and almost no cloak time and a long recharge.
I like to bamboozled people or cover ground in a mode where i can't be spotted.
having 100 extra shield does prevent you from getting instagibed by a blackhand tho ^^
Mines / Auxiliary shield / Health kits is your choice. You have to consider whether you would prefer health kits and a free implant slot, or use regen/bionics implant and have a free utility slot for mines or aux.
I'm an infil main and my favourite build for years has been SMG, Explosive crossbow (for MAX and vehicle damage), recon device, nanoarmor cloak, EMP bandolier, Mines, Regen implant and Catlike 5.
Recently, though, I've swapped out mines for health kits and regen for sidewinder 4. Time for crab.
If you like the Tengu, then good for you. Unfortunately I think the Vanu have the worst selection of SMGs. Their own ones - Eridani, Sirius and Canis - all sacrifice DPS for ease of hitting targets. With the NS SMGs as the only alternative, which themselves sacrifice DPS for ease of hitting targets, there's not much functional difference between the choices. NC and TR get the Cyclone and Armistice which have insanely high DPS by comparison.
