2. Possibly never. The PX creator, Entuser, disappeared. Nobody can resume its develepment unless they acquire PX's source code. That is why PX is not compatible with the most current version of WA, and will not be compatible with upcoming WA 3.8.0.0. Eventually WA will have its own PX-like scripting capabilities built-in, so PX will at that time become obsolete, in theory. None of that will happen for at least several years, and quite possibly also never.
3. Anything's possible with enough free time. I wouldn't say this would be the best use of a person who had the rare intersection of WA interest, free time, and programming skills.

Using this method you can downgrade your Steam WA to use PX. Note that the installer will trigger a false-positive on your antivirus due to the bundled no-cd patch.
It's best to maintain two installations of WA. One PX and one with the latest update. Because using px'ed WA when not playing a PX game with PX features can cause disconnects. To do that legally (without using TPB) you can create an ISO from your Steam WA folder before downgrading. That ISO (identical to a WA cd-rom) can be mounted in a program like Daemon Tools and used to install your second copy to a new directory. If you don't trust the PX auto-installer linked above you can install vanilla PX on the install you made with the ISO.
You will most likely need these two compatibility fixes to make WA 3.6.31.0 work. If you have Windows 10 you need them for sure. Just extract them to your WA folder.

Extract to WA folder. Then make sure 'Load Wormkit Modules' in advanced settings is enabled. If you can't get to the settings menu because the game crashes, go to your WA directory, to the Tweaks folder, and run 'LoadWormKitModules_Enabled.reg'.
There are pre-installed all-in-one ready to play PX versions with libs/maps/schemes included kicking around that would save you all the above steps, but I unfortunately can't find a link at the moment.
The installer above does contain some maps/schemes/libs but not the newest ones -- however it's not a problem -- when you join another player's PX game it downloads their stuff.
