I'm on veteran and i plan to play with my friends after my first playthrough but i can't do it right now because veteran is so frustrating at times, I have to quit after a half an hour just to cool off.

The AI partner never picks up items when in combat, if you are failing to pick up items out of combat, that's completely on you. You can also always order the bot to give the item to you. If you set the bot on "Cover", you will have priority to pick up items. If you set the bot to "Attack", when out of combat, the bot will go find items.
As for dodging, that also is greatly dependent on you. If you have the bot set to "Cover" the bot will almost always stand near you assuming that you, yourself, are being safe. If you set the bot to attack, it will avoid most attacks and it will most certainly avoid grenades/dynamite. The bot will also never fail quick-time-events.
You can also order the bot to combo melee attacks with you. Unfortunately you usually have to initiate it yourself and then order the bot to follow-up.
The one thing that I can agree on with most people is that the bot burns through too much ammo. This is in relation to that the bot does not initiate a melee attack chain. However, once you get some upgrades for the weapons, the bot makes up for the inefficient use of ammo with deadly accuracy.
All-in-all, the AI partner is greatly dependent on your own ability.
how is it my fault she wastes herbs and won't pick up wet ammo when there's no music, no enemies?
To answer the two incredibly minor gripes you have listed again, here's my response:
The bot doesn't "waste" herbs. If your health is in danger the bot will heal you if the option is available. That part about you getting low on health is mostly your fault. Also, if you don't want the bot to pick up the herbs before you, just simply set the bot to cover (as I've already explained) and you'll get priority to pick it up.
Why the hell do you care if the bot won't pick up the one ammo? Just pick up the ammo and give it to the bot. There are times when the bot displays odd behavior when it comes to retrieving items, but you can either just do it yourself or order them to do it again (just pick it up).
The worst thing is when the AI gets in your way and stops you shooting at enemies - absolutely rage inducingly annoying when you have played a few mins since a checkpoint, then get to a difficult to kill enemy which can kill YOU if it gets hold of you, and you can't shake it off. So I throw an incendiary grenade at it... oh, no, Chris has walked in front of me, the grenade has bounced off him, and he is now taking fire damage... and of course he doesn't shoot at the enemy, he just looks at me and gets in my way...... Jesus
The AI is often literally worse than useless. Useless would be if he got out of the way and just let me get on with it. No, it's worse than useless because it gets killed or gets me killed.
there's a reason it was scrapped and completely reworked.
hell, ashley from RE4 was less annoying.
The AI is crap. I consider the second character a extra bag. Just don't give it curatives items or ammo you want to use later.
i wouldn't even DARE to play this with attack reaction turned on. half my shots would get blocked.
