He said this file is missing I can't start the game
Is there any way to help

For starters it could help to let Steam verify the Integrity of the Game Files.

RE5 steam store will not download newest version of GFWL .dlls files.
It will download old version or even it will not download dll. file.

What i can offer is this:

(2 peoples didn't replace file, now game for them works)
