Help the game crashes before starts

I switches to a new PC and then downloaded the game, but whenever y try to run it the game just crashes and this pop off

RESIDENT EVIL 5: re5dx9.exe - Fatal Application Exit
E_NOTIMPL : getDevice() ->Reset(&d3dppm)

It worked fine on my old PC and this is technically better, any ideas on how to fix it?

Well, I'm no expert javEr, but assuming you used Windows Live atleast once to launch the game. Then Used the guides to launch without WindowsLive, and it's still not working.
Try running the DX installer included with the game.
The Drive that has steam installed so be it' C:\ or E:\ you'd know
"C:\Program Files (x86)\Steam\steamapps\common\Resident Evil 5\_CommonRedist\DirectX\Jun2010\"
Within that folder is an .exe called DXSETUP. That will install the DX package the game came with.

This is the guide I think every player uses to launch w/o WinLive. Make sure you have all the files it asks to run the game.
