So you can't delete your save?
Started playing the game just to set up my options and stuff, skipped cutscenes etc. and after around an hour or so I decided to start all over again the proper way... and you can't start a fresh new game without the items you picked up? Seriously, Capcom, what the ♥♥♥♥ is wrong with you? Why is starting a new game from nothing is impossible? I can't get the ♥♥♥♥ing idiotism this implies, what kind of a piece of♥♥♥♥♥♥♥♥♥♥ing publisher does this stuff?

I even tried deleting my save but then the game just gave me the message that says: "Failed to load data, you won't be able to save unless you load a profile save." Well what the ♥♥♥♥, Sherlock, guess why I deleted my ♥♥♥♥ing save file... SO THAT I CAN CREATE A NEW ONE but nope, RE5 says you can't do that... and now I can't save the ♥♥♥♥ing game.

Sorry for cursing a lot but it's been a while since a game managed to♥♥♥♥♥♥me off this much. What kind of a garbage port is this? Why does this stuff have to be this convoluted instead of just giving me the option to start a new game? I encountered♥♥♥♥♥♥like this two times, both times in Japanese titles... what the ♥♥♥♥ does the Japanese have against starting a new game?

You can delete your save file, this is how people speedrun New Game on RE5.

Also, the reason behind not allowing the player to just start fresh is that the game is actually designed and balanced around NG+, infinite weapons, and such. This is also all side content (Mercenaries, DLCs, and so on) locked until you beat the game at least once.
RE6 and Revelations 2 follow the same principles, Revelations 1 was the last game where true New Game was available (and it can be done in RE7, although it needs player restraint).

None of the listed methods worked for me, but they got me close. Here is the bizarre method that seems to work consistently on the Games For Windows Live version or for the steam version:
1. Go to C:\Program Files (x86)\Steam\userdata\<yoursteamusernumber>\21690\
2. Delete remotecache.vdf
3. Open the Remote folder and rename the savedata.Bin to something like savedataOLD.Bin
4. Turn off Steam Cloud Sharing
5. Disconnect entire computer from internet (turn off wifi)
6. Start a new game (will not let you save)
7. Continue until you reach a checkpoint
8. Reconnect to internet but turn Steam to Offline Mode
9. Start game. Should give you the option to create a new save.
10. Get to the first save point and save. You should now be able to go back to online mode!

Why does this work? ¯\_(ツ)_/¯

For me, the key was going to offline mode. It seems like it will download the remotecache.vdf even if you have cloud saves turned off. So my steps were:

1. Delete everything in C:\Program Files (x86)\Steam\userdata\<yoursteamusernumber>\21690\
2. Turn off Cloud saves
3. Go into Steam offline mode
4. Start game.

So I'm posting in January 2025 and had the same problem of not finding an easy in game option for starting a new game, and found this thread. I share the sentiments of OP, but my post would have had more cussing

I followed the steps 1-3 in the quote tweet and it worked for me. I didn't have cloud saves enabled already (stupid i know) and didn't have to go offline or disconnect from the internet. Just deleted the remote catch and renamed the old save data and when I booted the game it asked if I wanted to start a new save file. Headache dissipating.
