How to get into a car?

i just started, cars seem all locked and the ones driving around bump you away, what button to press to grab driver?

Not sure there is a way to do that. If you keep doing quests for the resistance leader you talk to at the start, you get a car very quick. If you find a car dealership you can talk them and buy one (I think $300). Also was given a cop car by doing missions in the police station as cop (not sure it is a requirement to be a cop or not).

I think you can use a hacker tool if you find one.

There might be a tool you can find/buy to steal one, but otherwise (at least for now) you can only drive cars you've gotten through quests or bought

You 100% can. You could also pay a hacker to unlock a car for you. But as of now, the car will despawn under a myriad of conditions because it doesn't belong to you. I'm hoping later on we can pay 'black market' guys maybe 75% of a cars worth to make it 'our car'.
