This is my setup for a 4-Lane Load Balancer. It is possible to place 2 4-Lane Balancer in one Block.

The balancer function is the same as from the factorio wiki under balancer mechanics.

I'm also very confused about this, I'm up to the last milestone and havent once done anything other than max out 4 belts for every production line.

platforms will sometimes have unevenness in their outputs. a "bubble" forms in the lines, which can have a compounding effect of backing up or stalling other machines, meaning the platform never gets 100% saturated belts. a balancer allows the more congested lines to clear out, letting you saturate upstream and ensure 100% productivity.
