Concentrate and Heat Riser, so it wouldn't take your slots with it. Ideally you want something that doesn't have weaknesses to have
Spell Master
Concentrate
Debiliate
Salvation (or any other heal)
I don't really think that Heat Riser is good. I would use Matarukaja for better effect (you could always ask Navi to use her skill to have raku/suku kajas)
I normally like just building those two just for fun but never really know what would be the absolute best way.
I appreciate the advice, it makes me want to try and find a more optimal way of building them and figure out what kind of crazy team I can build around those two.
Her build is still WIP, but when everything is said and done, it should look like this:

Transferring skills that cannot be obtained via Skill Cards is too late at this point, I've spent too much incenses on her. As of right now, she's at level 52, end of October, and her stats are higher than what most end-game Personas have by default:
STR 61
MAG 76
END 44
AGI 64
LUCK 43
Yes Sati counts. I always think it is cool when players come up with interesting builds to use personas that aren't the typical endgame, high level choices like Messiah, Lucifer, Shiva, Metatron etc. It might not be the most optimal way to play but, damn is it cool to see the dedication players can put into a lower level person to keep them usable throughout the course of the game.
I feel you on the too late for skills that are not attached to cards, the stats I pumped into Jack Frost and Pyro Jack would be wasted if I were to try and refuse them now, have to find a different solution for tweaking their skills.

What I have been doing is on a new game + is equipping Jack Frost and ignoring everything and just going to the arcade day and night daily. Doing this everyday helps to raise the stats St, Ma, and Ag. Unfortunately the arcade does not boost En or Lu. I have also been using the stock of stat booster cards saved up to dump onto Jack Frost.
Other than the arcade, stat boosting cards you can find or trade at the antique shop I am not really sure of a faster way to boost stats. There were a couple major arcana cards you could get during shuffle time to boost stats and the link episodes with Ryoji also gave a stat boost to currently equipped persona.
Currently I have a level 46 Jack Frost with St 99, Ma 99, En 58, Ag 99 and Lu 73. I have to speed back through the story now to get access to the antique shop to try and help quickly boost En and Lu.
You should go for it! There is something really satisfying about building a persona you like.
Yea, its kinda suck when doing arcade or injecting incense are the only way to raise persona stats, they should add sacrifice fusion feature like in P5R to raise persona stats much faster
