FModel can extract it. It's all ogg VBR 44.1khz around 220kbps on average.

Point FModel at steamapps/common/P3R/Soundtrack
Go into pakchunk0-WindowsNoEditor.utoc archive
Then go into Content > Soundtrack, right click Music, extract folder's package. In the player that shows up, right click any song in the playlist and click save playlist. It should end up in an Output folder next to where you have FModel.

I tried launching the soundtrack app and it just starts the game

edit* Ok, you have to start the thing through steam and I have no idea how to exit the app...well at least it seems to include a booklet that has the songs lyrics in it

Download Umodel: https://www.gildor.org/projects/umodel
extract to wherever you want
Open umodel_64.exe
once opened, set "Path to game files:" to "Steam\steamapps\common\P3R\Soundtrack"
Navigate to "Game-Soundtrack-Music" then right click folder and export content folder to wherever you want

Congratulations, you have successfully extracted the music files in ogg format. Though the downside is, it doesn't have Metadata.

Also, ♥♥♥♥ Sega.

Bro you are the best.
So I guess PC gamers get screwed again. Don't console version soundtrack apps have 'copy all mp3 files to USB' option? I know for a fact that was true for P5 and P5R on PS4.

Also why this soundtrack app doesn't have a quit action button?! This feels really low effort and unrefined, to expect the users to alt+f4.

Thank you for that guide Zheiss, figured it'd take longer for someone to figure it out.

I guess we'll be sitting without official metadata for a while huh

Thanks mate. What a bummer, that we have to go through this hustle just to get what we paid for

Hello, just wanted to confirm that FModel is ok to install since for whatever reason Windows keeps refusing to

You can't even close the application on PC without doing an Alt + F4, this is hilarious
