Doesn't it state it doesn't tier up? You can only use it to reroll any legendary status, not actually tier up.

The purple event ring cubes from the identisk kill 2000 mobs? I tiered 2 event rings to legendary with them a couple hours ago. Just bad rng. Took 120 for 1 ring to go from unique to legendary and 30 for the other one.

They can increase rank to legendary. The wording states there is a chance to increase 2 ranks (very rare).
So you could go from Rare to Unique, but if you're already at epic it won't rank up twice (Epic-Legendary)
So you'll have to rank from Epic-Unique-Legendary.
