How to make blue magic powder

Can somebody please explain exactly what i need to do to make blue magic powder. i have googled and youtubed it and i still do not fully understand how to get it. it says it can be refined from rosemerry seeds but i dont know how to refine it

So like when you hit level 30, that is when you can learn professions. When you pick the profession with the seeds and flowers, you extract the oils of the flowers and seds to craft a item and when you do the theres a chance where you can get these diffrent powders. So by crafting somthing with rosemary, theres a chance you can get the magic blue powder

u just make herb oils/ smelt the ore and it just appears. sometimes the ore itself drops it though
