Is this version region-free?

Trying to play with a friend from Singapore, if we both download through the steam client (which we are friends on) are we able to find each other or are there still region restrictions through steam?

i think steam version only has available global (north america) and Europe, if you can access the maplestory game page through steam, it means you can play it on steam.
