The Flota de Indias is a quest item perhaps, than you must make a questline to do so

Anyone knows where to unbox this treasure ? This is non openable by Black Market or any sailors. Ill assume its a quest item but I dont know where the quest chains to

That key is actually related to recruiting Aji.

That stowaway character you get from a random event has a skill that automatically opens chests. If that chest can be opened, he can do it. He needs to learn the skill though. It might not be active right away.
