Report a translation problem
Phase Fiber is used to either upgrade a 1-star costume/accessory piece to a 2-star OR tune a 1-star. Greater Phase Fiber is used to upgrade a 2-star to a 3-star or tune a 2-star. Splendid Phase Fiber is used to tune a 3-star only.
To obtain them (the Phase Fiber), you have to salvage costumes of the same rarity for their respective Fiber type (1-star = Phase Fiber, 2-star = Greater, 3-star = Splendid), or you can craft them under the Spec Ops tab or UNION watch. I'm not sure if I missed anything else. If I did that probably means I don't care for the feature for some reason, Spec Ops being one of those features.
As for Synchro Fibers, I'd probably be a lot more careful with that. According to the description you select a piece you want to convert to a different piece, you select a fodder piece, and out comes something of the same star rating, but probably not what you want. I have no experience with that and I don't exactly plan to sacrifice any of my costume pieces to see what I get in return.
As for the Dragon Breath shirt. Are you talking about Yuri's Dark Dragon Breath variant or the Red/Gold variant? If it's Dark Dragon Breath, you could probably still obtain one from Synchro Fibers, but it used to be a drop from Bitna Lee's Material Conversion. They swapped out the Dark Dragon Breath gacha a little while ago.
Honestly if you ask me, the best way to obtain a costume piece is to go to the Blackmarket. I'd rather grind a bunch of PG5 runs, make a couple million on my main and my Secondary Character and just wait for a listing on the BM. However buying a 3-star anything usually costs quite a bit. But if you can get a 2-star variant and some Greater Phase Fiber, you're good to go.

The Red and Blue versions are okay, but i'd most definitely prefer the white shirt of the three.
So am I actually able to convert the red or blue dragon breath to the white one?

If you're talking about using Synchro Fiber (taking the Red/Blue variant, using the other as fodder, hoping for the Dark Dragon Variant), I wouldn't count on it because like I said, you're probably going to get something else instead and it takes away one item (because fodder) and more importantly you're going to get something that you might not want (same body slot, potentially a completely different outfit all together). Technically this converts them....just to something entirely different and may not be what you want.
So to answer your question, you're sorta able to convert the red and blue to the white one....based on chance...probably a slim one. I wouldn't exactly count on it.
Edit: To go into slightly more detail with Synchro Fiber, you could take any 2-star chest piece in general, take any fodder piece, and you MIGHT get Yuri's (or other characters) 2-star Dark Dragon Breath shirt. Doesn't strictly have to be Red/Blue. Do they increase the chances? I actually don't know, but I would assume not since this isn't a TCG (thinks hard to see if any TCG I've played actually uses this system).
Like I said, you're honestly better off farming a ton of credits or saving up and heading to the Blackmarket. Especially since the Dark Dragon Gacha has since been swapped out, the potential to getting the set is less likely.
