It's it's for PvE just put every skill on master level(10 for active, 6 for supers) and then work out on the passives. As for skill thingies I use CDR until I'm done with Gangnam Rescue Center, then I change to Penetration.
As for cores, Mystic and Bright are the better ones for "mages" in my opinion.
Passives are straightfoward, if you are not J don't bother with HP, Phys/Psi damage and normals damage are useless, the first rank passives only does major difference at level 60+, don't bother with critical chance ones, you will likely get good enough crits with Planar Gate epics and PNA.
Don't worry much on getting A/S tuning opitions until you have enough money to buy those restoring things.
