This ISN'T A FACTION PACK. This is a new campaign. Even the Alexander campaign for the first Rome cost extra, same with the Barbarian Invasion. New map layout, different factions in a different scenario. And these games were 30+ new so the complaints against it are unfounded. Sure, the Greek Factions DLC should have been free, but again, this isn't the faction DLC.
They do this to make money because we jump on it like little mice. Total War Rome, back when these games were exactly how they should be!
Take a few moments to look through the workshop and you'll find plenty of mods that unlock ALL factions and MORE content then this.
