Well, you should try by building or upgrading food buildings. If that doesn't work, you are probably going to have to get rid of buildings that require food. If the second option doesn't work either, you can completely eliminate food shortages in Rome II by not playing Rome II.
^ hahaahahah

Since you are playing Sparta, you should be able to build temples of Poseidon. These give, aside from public order, also food. Build one in each city and upgrade them. With the extra public order bonus you should also be able to afford upgrading your farms despite the "squalor" public order penalties.

THANKYOU!!!
you could also disband some units, you probably have to many armies, or too big ones, in your province. You can also give give them a tax privilege for a number of turns
You should also know that when you have a food crisis, armies in provinces with negative food will suffer attrition. If you stop taxing those provinces, they will revert to food 0, and the attrition will be stopped. You can start taxing again once you have a better food supply (or after moving the army, but you obviously want to fix the food issue anyway).

I've never done. Stick one farm in every non capital province and get it to lvl 2 Temples of posidon are excellent as well. Just make sure your other buildings are not over lvl 2 until you have the food and public order buildings (gold) in your capital to handle higher level buildings.
take over provinces = edict = +food.
farms.
yellow buildings in province capitals = food.

tempels = food
civil techs = food.

there is plenty of ways to get a good food surplus...

I usually have one miltary building, one food bulding and ofc the town hall (or what ever) in the small settelemts.

in the major ones I go for +% to recherche, when you reach over 200% like I am at now, you can get the civil techs that gives +food in very few turns...
btw. I am going for a +300% so I can max out the thecs faster then the AI :P

Nope, you are stupid. Read this thread and you should be able to manage. This have gotten much easier since the Emperor ediction came out.
If you only build barracks and temples in walled settlements you should be fine. There is no need to build them in minor settlements, unless you can get a special Aux. unit as Rome (like Baeleric slingers) I build a farm and market in almost every town. Don't usually bother with mines or fishing either.
Also you can capture a farming settlement and that should fix you up pretty quick (if you're at a double digit food deficit you're probably a decent size.) Nearest to Sparta you have Akink in Pannonia, the southernmost Dacian province, Syracuse if you're that way, or southern Egypt if you're messing around down there.
have about 2/3 off your provinces focused on food production and public order (i.e. farms, cultural buildings and temples). that way you should have a steady surplus off around 100, assuming your farm tech keeps up. i would say anti-corruption and food research should be a priority over equal research in any other area. be sure to have plenty off minor settlements as well, capitals usually do not produce food.

build 586,957 metric tonnes of farmland, Youre welcome.
you can conquer grain estate towns (charax, syracusae, myos hormos, memphis, lepcis), with these 5 settlements I have 1470 food surplus
