You can build all 4 types in one Province, but only one of each.
Good luck controlling the Happiness though.
Can be done if you use the Tier five single build limit yellows. The colosseum brings 30PO on its own.
I've buildt rome up as a recruitment city.
I forego the Training fields in lieu of 3 Workshops; Armor, Weapons and Armor and 2 infantry training facilities.
With a huge Mars Temple they all get a hefty morale bonus and 20/20 Weapons/Armor.
Downside?
Rome eats -30 food. :-)
The reason that I doubt that Unit effects stack, is that you could concievably get horses with + 60 % speed.
