Squalor is bad. You want as little squalor as possible. Counter squalor with public order. More public order, means you can have more squalor.

The bigger and more advanced your city gets the more squatters move in, they whine and moan like most poor people on benefits do, thats why it affects public order.

You don't, its constant. Unless you mean removing it from the game, in which case, plenty of mods do that.

You dont reduce it. You counter it with an equal or larger amount of public order.

You need to build buildings that improve Public Order to counter Squalor. Note that those buildings often require food at higher levels, so you also need to keep your food production going by building and upgrading things like farms...which later on also increase Squalor. It's designed as a balancing act of sorts.

Philosiphy tech tree can get you 10ish public order, thats pretty significant.

The ten public order covers a few farms, which cover a few public order builds, and so on, so forth. Probably adds a extra 200-500 coin per province.

One other thing to note, btw. Food surplus is handled on an nation-wide basis, while public order is handled on a province by province basis. So if you have say 5 surplus food in one province, while another is running at a -2 food, you're still good as your nation still has a net surplus of 3 food. But public order bonuses only apply to the province you build them in. In this way you can make some provinces into food producers to allow you to build up purely military, public order and culture buildings in another province. This works particularly well if you make one of your provinces a military production center.

One more thing, some provinces are better at producing food than others, as per history. For example the two provinces in Sicily, especially Syracuse, can put farms in several slots including the city itself, where in other provinces you can often only put 1 farm per city. This does follow history in that Sicily was one of the early breadbaskets for the Roman Republic. Hope all this helps.

* 9 points by some philo's tech research for each province
* Some families get 4 points for each province under their own culture till the beguinning.
* Imperium provid some Edits. Edits provid if you choose it, 4 public order et 4 food for the province.
* Rome faction get 1 food for each province; I don't know the bonus for the others factions
* Local marvellous seems provid some advantages too. Check the local effect.
* General sometimes, get +1 Public order Artefact, that you must apply.
* Dignitaries have some too + 4 public order. Check agent effect.

Commercial Ressources provid bonus for the local region's town, wine, grain, fish ...

But ... if you dont want to bump the wall, you need to made your own simulation before building anything in your province. Of course for the highest building's level possible. And if you have conquest all the regions in it.
Before this point, you try to balancing as you can.

It's mean, it's little bit boring to do ... Really .. :(
But if you don't, you gonna build a castle made of sand; and the game beguin to be unmanagable.

For the rest, i love history, but historical view stop when the game beguin. You could read The Tite live Punic's wars or Julius Caesar, de bello gallico, but don't help you anymore for the game.
