Rome wasn't built in a day achievement?

I'm Sparta and I've fully upgraded and expanded Athenai, which is a province capital. I have a Hellenistic Metropolis, Fish Market, Hippodrome, Akademia, Nymphaion, and a Mercenary Camp. So i have all 6 buildings and each of them are maxed out...what am I missing?

As Sparta, historically speaking you're a fraud put about by a bunch of dramatists, and your achievement should be called "feat of clay"or "built by helots".

I apologise, I really don't know what it takes to get that achievement. Knowing steam, it might just be an active internet connection at just the right moment in time.

don't be a idiot, don't say it when you don't know, just maxed a capital with Rome(Pantheon, Coliseum, level 4 settlement and a level 4 barrack), still doesn't work. The achivement didn't talked about the faction so i'm pretty sure you can do it with every faction

I have it as Armenia but the the provicial capital was also my capital, and I got it during the game.. You might not be able to get it as Sparta or Pontus in that case. Or it could just be Steam being slow. See what happens over the next day.
