The hammer means you can expand the town/city.
Not sure what the military thing is. Not seen that yet. Although, I probably have, just cannot remember.
For the factions, when trading, look at what you produce and what other factions want. If you make olives, and they make olives, they won't trade. If you make olives, and they want olives, they will trade. Or, are more likely to. Sometimes you gotta pay to get the higher options. But the diplomacy is pretty crappy in this game.
