Why Do I Keep Gettins Slums ?

As a result of neglect, slums have developed. I have 100 public order, 100% latin culture (Romans) and 13 food and my tax rate has been on low since i started the game. So why are slums being created ? What am i doing to neglect my province exactly ?

When you expand your city are you building on those new plots?

slums are not from low public order etc...they spawn when u have an open construction slot in that province...so if u dismantle a building/expand city, be sure to build something in the empty slot or slums will form

If you expand a settlement slot using population but don't build something in that spot, after some amount of turns it will turn into a slum. So build a farm or barracks sooner rather than later or you'll have to spend 500 gold and one turn extra to demolish the slum to put a productive building there.

Ah i see, so i need to fill up the empy construction slots. Thanks guys, it really had me in a pickle.
