Excuse any spelling mistakes.
This keeps popping up in objectives and well not sure how the hell to do it, and cant find any info on it either. So if anyone can shed some light that would be great, thanks!

It's the 5th stage Recruitment building for Spartans. I too had problems finding it, as the search bar finds nothing on this building.

and i am pretty sure that some buildings can only be upgraded into high end buildings in capital cities (happened to suebi cultural and religious buildings for me)

All high ranking building can only be built in capitals.
