I am having a bit of trouble playing parthia... In various provinces, I cannot seem to build the "nomad village" that allows a food supply. Any idea what sort of restrictions block me from doing this?

Please no trolls from either side of the massive mud-throwing fest. I am looking for a little honest advice.

try to build the farm lv 2 for 6 food + 4 food from province bread and games edict. buy the silence tower to convert race and raise public stable. The best way is notwar with Seleucid and minions. Try to helo dahae conquer the north and baktria then backstab him. All of them are 2 setlelments per province. Use eye ofking destroy their farm to kill army by farmine before backstab.
I too have started as Parthia and found the same problem. You can't really upgrade the settlement HQ in any city without running out of food. The best thing I've found that is once you've consolidated Parthia and Media Magna and set them both to the provincial option of +food, to go south and conquer Bam and Harmozia. Harmozia has the sea and the fishing + market combo provide the extra food you need to grow your armies.

Biggest problem I've found so far is the raiding steppe tribes, had to retake some of the minor cities 2-3 times already.

First expansion on Nisa should have a food option. Build that and you should be set. Shrines to Posidon also produce food.

And yes, all the raiding and backstabbing is epic!
