So I would not suggest you to go into the trouble of conquering Crete just to get “the best” archers, in accordance with the in game encyclopedia, because they are not or at least until the bug is fixed.
They are very light armored though.
It's the lower Greece area but I can't remember the name exactly (Hella maybe)?
Anyway here is how you can find out exactly what and where you can build Aux units. Basically go into your tech and right click a tech that would unlock an aux barracks and then on that barracks you can right click the units it produces and then it will tell you where.
In your case you would use the pedia to look up aux barracks IV (the highest one), then from there right click the Cretan Archers and then it will say recruited in blah blah provinces.
I know what you're thinking! I have no idea why they do it like this but...
Basically take over any of those provinces and build an aux barracks there and then you can recruit them.

This is assuming you're playing Rome. If not then you would look up your faction equivalent.
