military dock VS ship carpenter

Does anyone know what's better to build between a Military Dock and a Ship Carpenter for military purposes? what's the difference of this builiding? i mean building in a province's capital .. (im not sure about these names, anyway the first one i mentioned can be built only in capital/big city with walls and the second can also be built in minor cities, but only for three levels) ... thanks! i really don't know how improve my naval army :D
