Issue an edict in a controlled province??
Every time i end a turn i get this message saying "You may still issue an edict in one of your entirely conrolled provinces"

What does it mean?

At the very left of the bar that has city details on it there should be a edicts section at the end which is a special thing you get when you control all the land in a province

Search an edict in the in game wiki and it'll explain it I believe, its a specialisation for a province which is only available once you control the entire province :)
