WOO, i wasn't playing a multiplayer game but opened the file i had issues with ( auto_save under the save_games folder) and proceeded to change the 1 to a 0. It worked so as long as you change the number and save-as over the old file
I've seen this problem before in Empire. So, I looked the fix up for that and basically applied it to this. Here's what I did and I had it fixed on one campaign. I haven't done more testing to see if its a permanent fix. I would suggest making a copy of your save before attempting this.
1. Download save game editor here http://www.twcenter.net/forums/showthread.php?534721-EditSF-1-0-7-Added-Move-of-Record-Block-Entries
2. Open your saved game with the editor, which should be located in you AppData\Roaming\The Creative Assembly\Rome2\save_games folder
3.Go to CAMPAIGN_SAVE_GAME -> COMPRESSED_DATA -> CAMPAIGN_ENV -> CAMPAIGN_CAMERA_MANAGER
You want to click on CAMPAIGN_CAMERA_MANAGER not it's sub folder
4. You'll see one value listed under CAMPAIGN_CAMERA_MANAGER, it should be 0 by default. Try changing it to 1 and saving. (When I saved it was unresponsive for about 30secs, be patient.)
5. Close the editor and open Rome 2, load your game. You should be able to scroll properly now, though the start position of the camera will be somewhere random(i think its random)
That should fix the problem, here's what I haven't tried:
6. Saving the game and reloading. To see if the start position of the camera is always set to another location or or if it will save your last camera position.
7. Continuing that campaign to see if the problem starts agian.
I'm not entirely sure why this works, maybe it resets something. I don't know. Give it a try. What do you have to lose? I'll post more as I continue to test this fix.
I see, in my up-left screen a WASD icon, and i can do anything in campaign map.
With this external program, you can change everithing, it can be considered as a hack, and a boring way to win campaings... In my opinion, the Developers should create a key binding, to activate/deactivate camera scrolling, or just make imposible to deactivate this.
I had this problem earlier today on a long multiplayer campaign. I quit and verified all my files through steam >properties>local files. Then we restarted as normal and continued even from the save where it was previously not possible to use WASD. It was still not possible in the campaign map but after we got into a manual battle we found that all the camera controls worked in the battle mode totally as normal. When I got back to the campaign map everything was also again working back totally to normal as if it was reset by the random battle.
This is admittedly perhaps less certain and I'm not sure what reset it back but some combination of this chain of events kicked it back into working normally and most importantly
WITHOUT reverting to an older save and
WITHOUT downloading a .exe file or even anything outside of steam's verify integrity function
