I think they should let player Play as Iran in the campaign would be
and it is part world and I also want to play Iran faction in Rome 2

Iran didn't exist during this games time frame. Yes, there were Iranian peoples, and Indo-Iranians, but they lived in various areas like Parthia, Baktria (Greek spelling) Aria, and other Eastern Satrapies of the Seleucids. I would, however, agree they should be represented as units, like they were in the EB Mod for Rome 1.

Parthia. They are an eastern Iranian tribe. Pontus is similar, persians (Iranians) but they are culturally greek. They even have a trait "forsaken persian origin."

No but their armies did defeat Elam (part of modern Iran) a few times, and Iranian tribes paid tribute to Assyria

What do you mean Babylonians are the make up of Iran? If you mean they were part of the Persian Empire that is true but Babylonians are culturally and ethnically not Iranian.

You mean Mesopotamia? If so, sure but first came the Babylonians then Seleucids which destroyed babylon and put the eastern factions onto its rule. Iran people would come from Parthia so if you're playing Parthia, youre technically playing Iran.
