Is it Possible to Free Client states?
I was about to attack macedon as a new sparta campaign earlier, by this point I had a full alliance with Athens as I had just been mucking around murdering Epirus as you do. I had to stop playing at that point but wondered is it possible to somehow free a client state. I imagine it is somehow, theres the option to break client state agreement with their masters.

Has anyone encountered this? I imagine it would be interesting to discuss, being the Selucids are supposedly round the corner and everything.

Does anyone have any ideas how to goad enemies into some kind of liberation pact or has experienced this in any way?

I don't think you can make other nations abandon their client states, but it might be somewhere under the diplomatic options asking them to break treaties with other nations.

But I do know that you can destroy a faciton, and then make peace with its client sates, who are no longer clients of that faction since it has been destroyed.

Well as I said in the first statement, there is a possible diplomatic option that you can break the relationship with a parent state. I played Athens as my first campaign and one of the first actions I took was to peacefully free myself from Macedon. They are the only "Playable" faction that you have that option with, as far as I am aware it just means that you dont get some big guns who turn up late to try and protect you. It just seems strange that if a Faction has enough military and a strong alliance with another big faction they shy away from becoming indipendant, Seems a bit weird that they would do that given the Feirce Indipendance faction stat. (I know it doesnt do anything beyond the 10% bonus defensive skill in your territory, it just seems a bit of a lie when factions dont behave this way.)

Yes, you can make people break client status via diplomacy. Be prepared to bribe the living ♥♥♥♥ out of someone.

Seems a bit much, I guess diplomacy is broken but I think they do need to create more of a balance with client states. If they feel they have a sustainable power base and comfortable set up they should probably negotiate freedom. Especially if their strength is within reason of being similar to their parent state. It would sure make the Seleucids more interesting to play. I find they are too easy and it just throws all manner of finance at you.
