Note: It's possible for a faction to 'spawn' with more armies than its limit allowing it to field extra ones. I don't think it can build any new ones until it dips back below the limit or increases it though.

The Radious Mod increases the army/navy cap for both the player and the AI. I can't recall what the numbers are off the top of my head but 18 sounds like an exaggeration for a faction with only seven cities. Are some of the armies or navies shwoing that red attrition icon above their heads? If so then that indicates that they were a lot bigger at one point but then lost territory - thus they can't properly support their military forces.
ai gets the same army limit as you, theres no difference.
ai gets a big difference in upkeep of units, recruit cost, and recruit slots aswell as tax and admin buffs.
