By expanding your empire (imperium) you increase the army and agent limit. Check the poltics tab to see your progress.

For example, as Athens, I am at the 7th Imprium level which means the recruiting of 4 agents of each type(not counting those that have been "bribed" to my side...had 8 champions at one time) 14 armies and 7 navies.

The Imperium level is also an indication of how close your faction is to a Civil War.

Essentially the more cities/towns you have the larger your imperium.
Go take more cities/towns.

Take settlemenst by conquest or through "military" alliances, or client states. That is the only way to increase the Imperium level.

You will get a message at the start of a turn every time your Imperium rating has increased, and it will show you how many more armies/fleets/agents/edicts you can use compared to the previous Imperium rating.
