Best turn based strategy game?

Which Total War game would you say had the best, deepest turn-based element? I know a lot of people play TW for the real time battles, which were revolutionary, but I'm interested specifically here with the other part of the gameplay.

Well, I played Napoleon TW and Shogun 2. I prefered the Napoleon turn based style, but shoguns battles were far superior.

But if youre looking for a turn based game, Civilization has them all beat.

Yes, I play Civ, I play the Paradox games too, which are the best grand strategy games, if not turn based as such. I'm just interested in which TW game players think has the best campaign element.

If you insist on TW game then Empire could do it or even the old Medieval 1 (since you re not here for gfx), still the Civ (or better to say paradox) games are more complex and better in terms of turn-based element, so you might not be satisfied with TW games, if you look only for that element.

I enjoyed Stainless Steel Mod for M2TW a lot - it adds a lot of depth in the turn based facet of the game

It's hard to fault the old game board style of Shogun and Medieval, but I think either Empire or Rome II's world map portion involves the most thought/complexity. Empire mostly because the world is so large and navy can play a much larger roll, and Rome because of the ways CA changed provincial management so that you can't just build everything everywhere and the income/military/public order balancing act isn't so simple as it was in past Total War games.

Best turn-based Strategy game ever was Master of Orion 2.
Closely followed by Master of Magic.
