Now for horses specifically,i think only Celtic and Germanic cultures have buildings for that.They are agricultural with a horse as an icon,at max level they allow level 3 horses.

You might have discovered something different.
I was referring to bonus conferred by AI (and player) chosen buildings.
Stables (Britannia/Iceni) - Horses upgrades (+10% cavalry speed at Level 3)
Carpenter (Tarraconesis) - Ammunition upgrades (40% more missile ammo at Level 2!)
Marksmen's Range (Nabatea/Parthava) - Ammunition upgrades (40% more missile ammo at Level 3, armor/weapons/morale/XP)
Bronze Furnace (Carthago Nova/Carthage) - Melee Attack/Defense/XP
Shrine of Epona (Carthago Nova/Cathage) - Cavalry XP/morale/costs
I also saw the Hull upgrade in Carthaginian ports, but converted them long ago.
Note that the Horse and Ammo upgrades appear to work as upgrades, not just at recruitment. I have marched existing Cavalry/Missiles into towns with the buildings and upgraded them. The Ammo in particular is a huge upgrade.
The Resources and effects are:
◦ Amber: trade tariffs (faction)
◦ Dyes: happiness (all provinces)
◦ Grain: food (all regions)
◦ Leather: manufacturing (all regions)
◦ Iron: shield/armour/weapons upgrades (all provinces)
◦ Horses: horse upgrades (all provinces)
◦ Lead: sanitation (all provinces)
◦ Marble: now provides a happiness bonus in all provinces
◦ Timber: ship hull upgrades (all sea regions)
◦ Silk: commerce (all regions)
◦ Wine: happiness (all provinces)
◦ Glass: research (faction)
◦ Olives: agriculture (all regions)
◦ Gold: mining (all provinces)

Different factions also may have buildings which offer bonuses in keeping with the faction.
