Mod manager
Rome 2 wiki says you can find the mod manager when you load up the game by clicking on the mod manager button but I can't seem to find this.

There is an official mod manager on steam which is the launcher under mod tab
Also there is a TW mod manager (non official)
that works with Shogun Empire Napoleon and Rome all TW.

Yeah no mod tab just the launcher is the mod manager.

On the launcher there is a big red PLAY
to the left of that three smaller rectangles top to bottom
CONTINE
FIRENDS (ON LINE)
MOD MANAGER

The only managing done there is to check on the up-date status of a "subscribed" mod or delete said mod (s)
