Only capital province is generating wealth, HELP!

Ok, so I've recently dusted off the game after a few months away. Previously I played with several MODS with no particular problem.

So, I was playing a game as Rome in Grand Campaign and noticed that only the Italian province is generating money. Specifically only the city of Rome is generating income. Brundisium is generating no income. I recently took Carthage, it also generates zero income.

Exempting/unexempting provinces from taxes makes absolutely no difference.

I have built dozens of commerce buildings but my income is as low as 200 per turn.

I googled to see if someone else had this issue, and someone had previously. They resolved the issue by removing two out of date mods that were in some way affecting the game. I have disabled then deleted every MOD I have and it is still not working.

I've started new vanilla campaigns as numerous different factions and the problem has persisted, it is only the capital province that generates income, specifically the capital city (Rome, Alexendria etc.)

I've tried starting new campaigns on different difficulty levels as well.

In short I am completely and utterly stumped 100%. Can anyone offer any solutions or any help? The game is completely unplayable because of this which is a shame because I am beginning to really enjoy it,

Delete all your mods from dara folder verify game cach and try with no mods on new campiagn

Sorry should have been data.Right clicl on Rome2 at game screen thats Rome2 on left side.Screen comes up go down to properties click on .Next screen browse local files click on you shouls see data folder click on click on open.Write down all your mods before you start this now there are 2 files per mod open each one and delete carefull not to delete your game..Any other mods you might have deleted by unsribing might be in there delete them too.Go back to game screen click right again in the next screen shouild be verfy game click on that sreen comes up click on no something about changing computer should take 10 mins.Restart game in vanilla and see if it is fixed

Problem solved, thank you very much for your assistance.

I still had an old Spartan Reskin and a Weaker Elephant MOD in the data files even though I deleted them ages ago.

Must have been one or both of them that was causing the problem.

Are you sure you haven't untaxed those provinces? Because I did so and found out later.

Did you have to bring it back?

I swear, I'm beginning to think people purposely do this to either have someone to talk to or to just troll.
