In your preferences.script located at C:\Users\YourUserName\AppData\Roaming\The Creative Assembly\Rome2\scripts
edit gfx_device_type (about line 20) to 0. This will force DirectX 9.
Restart the game and see if the map previews are back. Then change it back to dx11, maps should still be there.

right click on game in steam library and select properties.
click on the 'LOCAL FILES' tab then click the button 'VERIFY INTEGRITY OF GAME CACHE...'
Steam will re-download any missing/corrupted files.
Next, exit the game and steam completely!

Run the following installers:
C:\Program Files (x86)\Steam\steamapps\common\Total War Rome II\redist\directx\DXSETUP.exe
C:\Program Files (x86)\Steam\steamapps\common\Total War Rome II\redist\vcredist_x86-80-sp1.exe
C:\Program Files (x86)\Steam\steamapps\common\Total War Rome II\redist\vcredist_x86-90.exe
C:\Program Files (x86)\Steam\steamapps\common\Total War Rome II\redist\vcredist_x86-100-sp1.exe
then reboot.
If that doesn't work then my only solution left is to re-install the game
Right click on the game in the steam library and select 'Delete local content...'
then go to
C:\Program Files (x86)\Steam\steamapps\common\ and delete the folder 'Total War Rome II' if it's still there
then go to
C:\Users\YourUserName\AppData\Roaming\The Creative Assembly\ and delete the folder 'Rome2'
MAKING SURE THESE TWO FOLDERS ARE DELETED IS IMPORTANT
as it may screw up the re-installation if you leave any remnants from your old installation
That should clear everything, then re-download the whole game off steam, it's a 12.5GB download.
