how does one fight horse archers
those have always been my bane, very rusty at rome 2 and havnt played it in months

whats the anti cav archer?

A couple ways.
Foot archers are good (they must be supported with spears though).
Slingers are good too (the shields help protect them).
Other horse archers...
Or my favorite combination -- dogs, foot archers (or your own horse archers, depending on campaign or not), and light cavalry.
Horse skirmishers can work too, if you get lucky... But I generally don't count on them.

basic, cheap-ass slinger. cheapest you can get. 160 slingers vs 80 horse archers (1 card 1 card) always ends up with bratwurst for everyone.
Something with a long reach, be it missile or cavalry. Fire with fire, I would always want a couple of artillery pieces. But that's just me :)

Heavy Cavalry Ambush in fog.

Ambush works with almost any force try to catch the Horse Archer Armies with an Agent when they are force marching.

Siege engines work when you've got them trapped in Settlements, not so good in open Battle except to chase them off strong terrain features.

The Mongols struggled against crossbowmen but that's post Rome II.

I know its DLC but cimbri archers can do it and you don't need a spear unit to defend them unless the horse archers your dealing with are parthian heavy or something.

This. Plus cavalary and units with pillum, so they can shot back as well. (AI always put them close, for a unkown reason.)
Artilhary things also works, I tried balista but since horse archers are well splited, I think scorpions would do much better.

If you're going to use cavalary, make sure to babysitting those, cause when they reach their target, and their target fleed from a melee combat, they will keep waiting and admiring enemy shooters throw arrows on their asses, while they touch themselfs.

A heavy armored unit for meatshield or defensive testudo, focused fire with 4 regiments archers, dead in seconds.

No the Romans have no archers but there are mods that add them. For me i use Roman archers and artillary to kill off the enemy horse archers. Both are effective.

That sucks :O lol. Why did they leave them out? I know it's a bother but where do I get this Mod for adding archers for the roman faction? This tiny realization bugs me to high heaven.

The Roman themselve didn't have achers but they have auxiliary achers. The fastest way to get one is to conquer greek then bulid an auxiliary thingy there and you get Cretan achers, or go north for Gallic hunter.
