For Imperator Augustus, I would say Pompey in the long run. It is fairly easy to take over Southern Italy as Octavian usually leaves those cities undefended, but once you start expanding, your empire stretches out quickly, putting you on the defensive and being hard-pressed to expand anywhere without risking negative public order or invasion. It does have a fun element to it, and I believe it is possible to have a successful game as Pompey if you are very careful in how you orchestrate your movements (tip: wait a very long time before you go to war with Mark Antony!).
Was fun for a while though.
In HatG, I'll have to agree with everyone else. Syracuse is awesome. Just wait till late game to go to war with Rome, and stomp Libya early game.
