'No Recruitment Points Available'

I keep getting this message when I try and recruit units with any faction (other than Romans). The unit icons are greyed out with this message appearing when I hover mouse over them.

I don't have any mods at all, I have validated my local files and re-installed. My units are in normal stance, have tried in or near cities, I have enough funds, and the correct buildings are present (hence the unit cards appearing).

I have tried many factions over the course of quite a few turns - the problem persists from turn 1 to however many turns I take. I have conqurered new territory and still not able to recruit.

It's driving me crazy and ruining the game for me, if anyone has any ideas or suggestions I'd be grateful as I can't seem to find many other people with this same problem.

You need to recruit a general first. No army without general. Also, no more than 20 units per army.

Are you trying to recruit with multiple armies within the same region?
The recruitment limit (typically 3 + any modifiers) is a restriction applied to the entire region, not per army.

try deleting the appdata/roaming/thecreativeassembly/romeII folder then validate. if that doesn't work you need CA support from the total war forums

Thanks for the help, yes I've been using my starting generals with their small stacks, not letting me recruit from turn 1. it's bizarre. Will try deleting that folder thanks for the advice

i am so unhappy with this game i cannot believe it i start playing and every time i do i run into something like this and just quite i thought this dam emperor edition was supposed to fix a broken game and now i have to go through file to fix it. what is this stupid pile of ♥♥♥♥ held together with thumb tacks and sticky glue. this is so stupid i cannot believe it. CA needs to be given a collective swerlly.

what stance are your armies in? if they are in forced march you can not recruit. just selecting a general (not doing anything else) should allow you to recruit just fine. since the opton to recruit is noramlly restricted only by mode off march as well as when you are not in your own territory.

no normal stance in and by my cities no recrutment at all all i can get is mercs forsome reason. this happens right off the bat i start game and cannot build any units. also ive started as macidon and egypt and rome and its the same problem
