After winning the battle of a settlement
What does after winning the battle of a settlement mean when it says if you want to occupy the settlement or loot or raze the settlement and then it give you information about the public order details when it says provincial instability and conquest for example provincial instability (-1 per turn): -5 and conquest (next turn only): -20? l thought it meant that the public order would be - 20 but it didnt mean that way because the public order didnt went to - 20.......

is it better to occupy a settlement or raze it or loot it?

btw the public order when after capturing the settlement to -2 (-21)

Depends on what faction you are playing as Rome i just occupy

The choice varies based on the circumstances. You may simply want to take the money and run. The province instability is the effect on morale that each choice will cause for x turns. Provinces are the larger areas of the map that consist of several individual settlements. If you own the rest of the province, probably best to occupy or create satropy. Not a good idea to incite rebellions within your own territory to get 400 gold.
