Game Crashed Trying to Vassalize Illyrian Pirates

Illyrian Pirates captured a town on the coast
I retook it and got the option to "Subjugate". Subjugate? But these are pirates? They're not even a faction? Hm.. what would happen if I click that button? I pondered for about 60 seconds.

As soon as I clicked the button, the game crashed.
